Lower timeout to android_params to speed up registering when there are connection issues #166
Description
Currently the timeout for all network requests is 120 seconds. The request to android_params needs to completed before the device can register to GCM/FCM. The TCP timeout for this specific endpoint should be lowered to 60 seconds to improve registration speed when the device is having networking issues.
