port_addr also contain the subnet, which is already sent in ar->sub (and, soon, the net too).
It's currently not very important since libartnet doesn't handle the net (the 7 upper bits) ; but it will, in the next commit.
The net corresponds to the 7 high bits of the PortAdress. It's an ArtNet3 feature that was missing.

libartnet was not using nets at all because it didn't exist at the time.
The net is 7 additional bits that increase the possible addressable universes from 256 to 32k.
