removes the misguided kludge for issue #2986 that I introduced with #3469 , #3510 now that the actual cause of this bug has been identified by e4t in #3557 and fixed by #3571 (I have verified - by compiling on Sandybridge and testing on SkylakeX - that the testcase from #2986 still passes after applying this PR)
