Expand date-time test coverage for German locale #32
Description
The current date-time test coverage is minimal in the German locale. Essential test cases to add:
- AM hours (1-11 AM)
- Special times (midnight, noon)
- Single-digit hours and minutes
- Time zone handling
- Different minutes/seconds combinations
These cases often have special formatting rules in German.
