[CI] fix run_ci error in release/2.0.4

1. Update CI script to use paddlepaddle-gpu==3.1.0 instead of nightly build.
2. Set max_tokens=1010 to fix test_non_streaming_chat_with_min_tokens hanging issue.
3. Add port cleanup logic and add a 10-minute execution duration.
4. modify the baseline value for VL models.
