Allows onboarding manager subclasses to create their own permissions manager, rather than having to use the one supplied by the app delegate. Adds documentation for the permissions manager designated initializer.

It should not, it still works the same but allows subclasses to override. But I'll let Chris confirm. :)

Hello Yuan,

Chris is not here this week.   Presumably, Pascal can implement this in a 

backward-compatible fashion.
