This pull request aims to fix problems for users having "," configured as the decimal separator in OS's regional settings. For more info: https://en.wikipedia.org/wiki/Decimal_mark
5 tests fail when comma is defined as the decimal separator. So I think "." should be used as the universal default (somewhat similar to W3C guides) and all number parsing should be performed through invariant culture rules.
