This PR reverts #35 so that this repo contains the original Core WebAssembly proposal. This makes sense since the component-model work has since moved on to the component-model repo and, at some point in the future, we may want to revive module-linking as a Core WebAssembly proposal (since as originally proposed, module-linking can be useful for a variety of core wasm scenarios).
