Opening overlay causes scrollbar to disappear

• Go to https://react-spectrum.adobe.com/react-aria/useSelect.html
• In the example section, press the Select an option button
• Notice how the scrollbar is only visible when the dropdown is closed. The disappearance of the scrollbar causes the sidebar to shift in and out, which looks odd

Same issue occurs for the dialog, so I suspect the overlay is the cause

This is a side effect of our preventScroll hook which is applied to popovers/modals for various positioning/usability issues as documented here. #1216 is in a similar vein, the team hasn't had time to pick this issue up though unfortunately.

Could you please keep me updated on this issue's progress and changes you might make? It appears that the bug has been reproducing since that issue #1216
