CI: Link to HTML test reports from CI checks list

It's infuriating that even on small dependabot PRs like this, when you go to the list of failing CI checks and click on failing connector tests, it links to the logs, and not the actual test reports. I do not know how to get to the actual report ;) Someone told me it's uploaded to artifacts.

Can we just link to the HTML report if it's available, and keep logs if HTML report failed to generate?

There's a limitation on how GitHub is able to modify details URLs - and specifically it doesn't seem able to modify them for existing "real" checks. Instead, we used the "commit statuses" API to deliver this. It'll show as two statuses - one for the "check" and one for the "test report" - and we can revise / tidy up in subsequent iterations if we would like.

In the second screenshot above, the "Test Report" statues all link directly to the html reports. Since we're using the Octavia PAT to post those commit statuses, the Octavia avatar also helpfully assists to distinguish the tests outputs from the check workflows.
