Add comprehensive documentation for the new cookie consent management feature in Experiment JavaScript SDK. Includes configuration options (consentOptions), consent status values (GRANTED, PENDING, REJECTED), the setConsentStatus() method, and example integration patterns with consent management platforms. Based on PR #221.
