MIGRATION: Evaluate {{{}code{}}} syntax translation

Per this comment, some Jira issue text uses an inline code syntax that is not converted by jira2markdown. An assessment should be made on how common this syntax is, the impact of leaving it as-is, and how easily it can be addressed in the migration.
