Steps:

• Make a PR to update CHANGELOG.md: Version 0.44.0 CHANGELOG #1161
• run cargo release
• verify the new release is on crates.io: https://crates.io/crates/sqlparser/0.44.0
• Make ticket for next release: Release version 0.45.0 #1162
