Patch does * pass down the multipart option * actually bypasses the xfer manager entirely if disabled or for small files. why so? lets us get away with a far simpler hboss mocking. * this splits upload vs copy, though they are of the same option; not sure if this needed or not. Change-Id: Ic5170f0dde1cf8fac6a16210a7c4935aaa4b45bd
