Purpose of the change:
Currently, the mechanism for generating view updating requirements are missing (current status = only requirement for view uuid match is enforced), which potentially allows conflicting concurrent view version (definition) updates from different process to go through without check on
RESTViewOperations. The change here adds the requirements generation for updating view version.
