【Enhancement】 Export putMessageFailedTimes metric with RuntimeInfo

StoreStatsService collect putMessageFailedTimes data but not export with method getRuntimeInfo

2. Please tell us about your environment:
   rmq 4.7.0
   deploy on dledger mode
   centos 7.0
3. Other information (e.g. detailed explanation, logs, related issues, suggestions how to fix, etc):
   This metrics could be used by Exporter project too.
