Change test-app to laravel8-starter

Describe the bug

Laravel scaffolding created via the docker container is called test-app before it is conditionally rsynced to the project repo. This is a misleading name.

Expected behavior

The scaffolding in the temporary location should have a more meaningful name

Additional information

The scaffolding folder created by the docker container should have a more meaningful name like scaffolding or 'initial_projector eventemp-app`.

• Revamped log messages regarding scaffolding creation and rsyncing
• Change all instances of ~ to /home/gitpod for the sake of verbosity.
