Makes sense 👍 The whitespace changes are okay, as long as you can still tell whats going on in the PR. Should really add a .clang_format file |

As title states, this expands lookup of ICU data to asset bundle, similar to flutter engine.
This is more convenient location if we need to update this data file rather than installing it to system repository hence PR.
Sorry I forgot to turn whitespace trimmer so it added a lot of white space trim to changes 😄
