Riak EE Additional Entries on Riak Repl Advanced Settings [JIRA: DOC-683]

In this specific section [1], in reference to ZD #14073 since this specific change regarding realtime_connection_rebalance_max_delay_secs is not available to people with access to the repo, I am requesting to have that specific setting to be available in the doc including the default value 5*60 and the format on how to use it.

Addendum: The MaxDelaySecs variable multiplies the realtime_connection_rebalance_max_delay_secs by a random value from 0 to 1000 thus its possible to end up with a value for the MaxDelaySecs to be in days.
