Tar packages should be uploaded on PyPi

To make a debian package debian scripts scan a remote folder. It looks for a specific version and check if any new version exists. Sourceforge appears to be a really bad remote folder as it is difficult to list the available versions. PyPi provides a remote folder much more reliable and easy to use.

Pushing every new tar on PyPi will make debian packages much more easy to maintain.

[st-cea] Thanks for your feedback. I've just released v1.3 beta4 on SF and I've also updated the !PyPi info here: http://pypi.python.org/pypi/ClusterShell/1.2.84. You will find here an up-to-date tarball of this beta release. But I still need to improve documentation by providing more examples of 1.3 node groups feature.

I keep this ticket open for now so I'm sure we won't forget to update !PyPi info for 1.3 final release.
