This commit changes the setterByAttribute to be a map and tries to
reduce some code duplication and improve readability.

I restarted travis job sometimes it pass with node 10 and sometimes it pass with node 12.
the issue can be ignored because it seems related to git

command "eval git clone --depth=50 https://github.com/cloudevents/sdk-javascript.git cloudevents/sdk-javascript " failed. Retrying, 2 of 3.
