Clean up inactive indicators

We deactivated several indicators in the last two years without finishing cleanup tasks. These include:

• combo_cases_and_deaths
• covid_act_now
• safegraph_patterns
• quidel

Several other indicators were never launched, and are no longer needed:

• cdc_covidnet
• hhs_facilities

For each of these, we should

• Ensure the advanced metadata lists the indicator as inactive
• Ensure the API docs (if any) are filed in the Inactive section
• Tag the final version of the indicator code in this repository
• Delete the indicator code

@neul3 @M5Skid @minhkhul The three of you should coordinate work on this. Consider doing #1733 together to debug the process, then splitting this one up. iirc you need an admin (me, Brian, Christy) to edit the advanced metadata; I'm happy to do it just let me know what and when.
