Add support for using tarballs with nodecg-io-cli #336

Follow up on #235.
Now that we have publish the development versions we can allow using nodecg-io generate with a development install as we can get the dependencies using tarballs. That way users can develop bundles using the development version without the need to somehow setup linking the local packages, which makes it easier.
