Learning objectives should use Bloom's Taxonomy

To better define the scope of the user guide and its sections, we should improve the wording of the learning objectives for each chapter. This can be done by selecting verbs from Bloom's Taxonomy and ensuring that we have good coverage for each objective in each respective chapter.
