Toil tests need updating.

I've updated the versioning for both toil and connexion since https://github.com/ga4gh/cloud-interop-testing is currently using this as a dependency.

Unfortunately:

• test_dockstore_md5sum
• test_local_md5sum
• test_run_attachments

Are now failing for toil. I've overwritten their inheritance in the testing (#72) until they can be fixed.

No idea where in space and time I'll be able to get to this unfortunately, but assigning myself anyway.
