Spec: DeleteVolumeErrorCode should include a volume in use error

While the CO shouldn't call DeleteVolume() on a volume without Controller/NodeUnpublishVolume(), the DeleteVolume() should be able to detect such a scenario and fail it via a VOLUME_INUSE error.
