[DOCS] Podmans minumum supported runc version should be updated

This issue was discovered as part of #27239 (comment)

We now expect users to be running at least runc v1.1.11 and thus should update the docs at: https://podman.io/docs/installation#crun--runc

I've submitted a PR to address this issue. It updates the minimum required runc version to v1.1.11 in the installation guide.
