What this PR does:
Update Prometheus version to v3.2.1.
Prometheus changed the default validation scheme to UTF8Validation. In this PR, I added an init() to set the default to
LegacyValidation. Theinit()is added to a new package and imported in a few places. Initially I tried just adding aninti()inCortex.gobut it is not used in tests. If there is a better way to handle this, please suggest.Fix for Ruler does not consistently restore
forstate #6465 is included in this PR as wellThis PR introduced
