Upgrade e2e tests to SDK 0.47

e2e tests in ICS repo require functional binaries since they need to be run in a mini testnet.

Closing criteria:

• provider, consumer, consumer-democracy apps must build
• provider, consumer, consumer-democracy apps must be able to start and run the chain
• provider, consumer, consumer-democracy must support ICS protocol using sdk v47
