misc: disable enhanced ad privacy dialog in chrome

Additional details

With Chrome Beta 124, we are now seeing the "Enhanced Ad Privacy" dialog display which can cause issues when determining if the window is focused. In order to prevent the dialog from displaying we are disabling the PrivacySandboxSettings4 feature. This feature is also disabled in chrome-launcher.

Steps to test

The existing focus_blur.cy.ts driver spec will test this functionality.

How has the user experience changed?

"Enhanced Ad Privacy" dialog is no longer displayed.
