The string comparison was reporting '11' < '4' (so OpenMP tests were being skipped on GCC 11)

However, we look to use float(compiler_version)
elsewhere so maybe for consistency I should do that here

fwiw, I find the tuple comparison more consistent with the intent of semvar

+1 to tuples, which would handle 4.11 and 4.11.1 correctly as well. Is there a concern about this breaking for something like 4.11rc1?

We require setuptools as a dependency for tests I think? It has a subpackage for parsing semvers, so possibly I could use that. Actually, a more careful reading says that it's a third package that's used by setuptools so I'm reluctant to do that I think
