Prepares DWDS for release to version 22.0.0
Once published, will unblock rolling package:vm_service 12.0.0 into Flutter
Note:
This is a breaking change version of DWDS due to #2243
It will require the following changes to roll into Flutter:
flutter/flutter@master...elliette:dwds-release-22.0.0-changes
