2020.12.0 release

Recently we've been holding off on releasing Dask and Distributed while ongoing high-level graph work has been taking place (xref #99). The HLG work is now in a releasable state and, in the monthly Dask community meeting today, it was proposed that we release next week.

I'll propose that we release version 2020.12.0 of dask and distributed (note the switch to calver) next Thursday, December 10.

In the meantime, it would be great if others could test out some of their workflows using the current development version of dask and distributed to confirm that things general work.

We settled on YYYY.MM.X where X is an incrementing identifier for releases in the same month. This allow us to release as often as we'd like, e.g. multiple releases on the same day (xref #100 (comment))
