A C API is out of scope for the API standard, but there's quite some code out there using C/Cython APIs, and so recommendations on how to deal with that when library authors want to adopt this API standard are needed.
There's a lot that can be said here, more suggestions welcome. We can always add to this; it's a potentially very large topic, but it's also mostly a set of side notes on something that's out of scope. So I'm inclined to just get this in and adapt in response to more feedback/questions.
