I have an image that includes some enhanced-security packages to comply with FIPS regulations. When this common-utils feature tries to install libssl3, it conflicts, which looks like:

#30 13.02 Some packages could not be installed. This may mean that you have
#30 13.02 requested an impossible situation or if you are using the unstable
#30 13.02 distribution that some required packages have not yet been created
#30 13.02 or been moved out of Incoming.

It seems like installing SSL by default is probably helpful, but it would help a lot to add opt-out functionality.
