Cookiecutting - docs

Add the doc files from the cookiecutter. Retain the old epydoc files for now.

A couple of thoughts:

1. let's prioritize copying over the gh workflows so that we can get CI running before we do too much more cookiecuttering
2. I think you know, but you can (i.e., I hope you will) open multiple PRs at the same time. The point of splitting the work onto different PRs is to make each PR easier to review and merge, not to make the work slower. This only works if you do all the work that you were going to do before on 1 PR but do split it onto 4 PRs that you open together in one work session. Build them all off a clean and synced main so they don't depend on each other.
