Backport of #1936, porting changes from netcore and netfx, addressing the following exception:
The incoming tabular data stream (TDS) remote procedure call (RPC) protocol stream is incorrect. Parameter 2 (""): Data type 0x00 is unknown.on VBS Enclaves for large queries in 3.1-servicing.
