Add ability to modify the `ServiceLifetime` on AddSqlServerDbContext

In some contexts, the service lifetime of the DbContext registration needs to not be the default of Scoped, which is what the default AddDbContext<> registration lifetime is. Please let me modify the lifetime easily.
