Add empty template for Minimal Scenarios

We should add a dotnet new/VS template for "MapAction" scenarios.

Question: do we update existing WebAPI templates?

Note: This is not tracking updating the templates to use "direct hosting" (aka built-in Feather HTTP). That will be tracked as part of #30354
