Remove E2EMigrationTests Playwright Tests

This task depends on:

• Reduce E2E test dependencies #27610
• Improve automated browser testing with real server #4892

Once we're ready to migrate to Playwright Sharp for our integration testing we'll have to re-enable running those tests in the CI.

The tests were disabled via:

This task covers:

• reverting that bit
• updating https://github.com/dotnet/aspnetcore/blob/main/.azure/pipelines/components-e2e-tests.yml with a new job for the playright tests.
• ensuring playright tests aren't run as part of the regular / quarantine pipelines.

We've moved this issue to the Backlog milestone. This means that it is not going to be worked on for the coming release. We will reassess the backlog following the current release and consider this item at that time.
