Move VC workloads from in-pipeline installations to base build image. #2893
Description
The fix for #2885 was to install some missing workloads for building native code during the Helix build. See https://dev.azure.com/dnceng/internal/_git/dotnet-helix-service/pullrequest/39682.
The preferred model for Helix, is to install required workloads on the build image. We should look at updating the image components. Changing build pools may also necessitate installing the desired .NET SDK version which is listed in global.json.
