[Scenario] How to migrate from PCL to .NET Standard

This scenario will address how to move assets from PCLs to libraries that depend on .NET Standard 2.x.  This scenario will be important to help customers that have invested in .NET PCLs to leverage the greater breadth available on .NET Standard.
