Fixes #1897030

Context

  1. Checkout of CloudBuildConfig repo in Pipelines - Runs for MSBuild-prepare-exp-bits (azure.com) takes 10 minutes and we need only 1 file. We might research a solution to get this one file only (a web request with authorization maybe).
  2. Add a job for experimental Framework MSBuild insertion to a pipeline #9309 (comment)

  1. Use the https://learn.microsoft.com/en-us/rest/api/azure/devops/git/items/get?view=azure-devops-rest-4.1&tabs=HTTP
  2. Filter the artifacts
