[FUSE] No source mapping for isolated Razor transition

See screenshot, left is FUSE, right is non-FUSE. The missing C# transition after the lone @ causes completion to show only Razor items, not C#.

This issue is referenced from a skipped integration test in #10959 so please unskip the test when fixing this issue :)
