Re-enable illink tests which rely on checked-in binaries

#78077 is disabling tests which relied on checked-in binaries to avoid committing those to dotnet/runtime. This tracks re-enabling those tests by moving those binaries to the runtime-assets repo, as suggested in #78077 (comment).

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.
