JIT: Allow containment to reorder the same single exceptions

Similar to #85647 we can do the same in the backend. I would expect a fair amount of opportunities for containing loads. Some of the regressions in #85647 was because of not doing this (see #85647 (comment)).

After #92710 we already query OperMayThrow for every tree with GTF_EXCEPT as part of the interference check, so it's just a question of refactoring things in the right way to get the information to where it is needed in the side effect code.
