Description

Android jobs are currently taking up to 8 hours to timeout on every PR.

Changes

  • Temporarily disable library tests on emulators
  • Limit mobile jobs on the runtime pipeline to 2 hours and on the extra‑platforms pipeline to 4 hours

Fixes #117669

The outage is tracked in dotnet/dnceng#5909

Can you please create a tracking issue on runtime to reenable/reassess what should be running once the outage is figured out.
