Fallout from #75473, container handling happens in platform-matrix.yml now based on the
platformsvalue.It broke the dotnet-runtime-perf-slow pipeline on the internal AzDO, tried a test build with this change here: https://dev.azure.com/dnceng/internal/_build/results?buildId=2035067&view=results.
