Add back Win7 to Helix Pipelines

As part of #952, we removed Win7 from Helix Pipelines. Add back Win7 either after Preview 7 or after RTM.

If we can find a way to run PR builds without requiring Win7 tests every time, then we should do so and add back Win7 sooner.
