v17 planned changes

Starting a list of my desired breaking changes, feedback welcome. We can perform this release once we have compiled enough changes. We should watch out for any breaking changes needed for ESLint v9 in the coming months.

Planned:

• Requires Node.js 18.x || >=20.x
• Requires eslint >= 8.23.0
• Start using enhanced-resolve to improve ts support (feat!: Start using enhanced-resolve to improve ts support #139)
• export ts typings: 📚 Basic TypeScript types #142
• remove rule n/no-unsupported-features

I think we should also add transpiled types from jsdocs

it depends. will wait for the eslint v9 to be released, it may take a few months.

It may be worth making a v17 branch, and putting the changes into it 🤔
That way we can start progressing towards the other things in the v17 milestone :)

We can then put #161 and #139 into it.

or we can checkout a 16.x branch, and start merging breaking changes to master, backport non-breaking changes to 16.x if needed. What do you prefer?

I think I prefer that idea more! It feels more like a step forward.
